My NAS just emailed me that Synology have uploaded toolchain 7.4-101151 and toolkit 7.4 to their archive site.

I notice that it's only for models with an AMD Epyc7003 CPU (which currently no available Synology NAS uses). So a new high-end Synology NAS is coming soon.
